I thing Singapore and Thailand offer entry visa in the airport upon arrival with 15 days stay. Visa issue is always a reciprocal arrangement.

On a second thought you are right. It is unlike other bilateral agreements between countries. People from rich countries always have more privilege in Visa issues. Poor countries need the tourists from rich countries but not the other way round.
